CBE update regarding Identification of Work
This statement shall deal with processes around the development and implementation of the Identification of Work (IDoW) within the built environment.
1. THE DEVELOPMENT OF THE IDOW
The Council for the Built Environment (CBE) is a regulator of the professions practicing and providing regulatory frameworks within which various statutory councils operate. It provides a leadership role and strategic direction and advises the Minister of the Department of Public Works and Infrastructure (DPWI) on policy matters and legislation impacting the built environment sector.
The IDoW is the process through which the Built Environment determines the scope of work for each category of registration. This process entails identifying the competence required in respect of the work or task to be performed, namely, the required knowledge, training, experience, and where applicable, qualifications specific to that work or task. It also includes the identification of the range or extent of the work to be performed by a person registered in that category.
The CBE is responsible for developing the IDoW Policy Framework as prescribed in the CBE Act of 2000.
Whereas the Councils for the Built Environment Professions (CBEP), using the IDoW policy framework, is responsible for the scope of work documents for every category of registered person. During this phase, the CBEP plays an initiating role as it bears the responsibility of consulting with its relevant stakeholders (voluntary associations, any person, anybody, and industry) that may be affected by the identification of work for the purposes of developing the scope of work for every category of registered person, after which it makes a recommendation to the CBE regarding the work identified.
What is expected of the CBE in the implementation of the IDoW is support and guidance, in consultation with the Competition Commission South Africa.
2. CURRENT IDOW IMPLEMENTATION STATUS
To date, and in line with the regulatory framework regulating the development and implementation of the built environment, progress has been made in IDoW as the following has been achieved over time.
All the CBEP have developed the scope of work for each category of registered persons, and the final documents were published by the CBE on 4 October 2019. This is after these were submitted to the CBE as recommendations from the CBEP, and the CBE, in turn, consulted on these and determined the scope of work in the Government Gazette.
The CBE has also developed the CBE IDoW Policy as prescribed in Section 20(1)(a) of the CBE Act. This CBE IDoW Policy was first developed in December 2009 and was amended and approved by the Council on 27 May 2020.
The development of the scope of work for all the CBEP and the CBE IDoW Policy means that the development phase of the IDoW has been completed. What is now outstanding is the completion of the implementation phase of the IDoW, which is the responsibility of the CBEP.
Only Engineering South Africa (ECSA) and the South African Council for the Architectural Profession (SACAP) have developed their IDoW policies, while the other CBEP are at various stages of developing their IDoW policies.
The CBE continues to provide support to the CBEP regarding their IDoW policies and is available to work with the CBEP requiring assistance.
Until a draft IDoW Policy is presented to the CBE, it will continue to promote the importance of having the IDoW policies developed and implemented by their councils.
